In a series of letters to the California Department of Managed Health Care (DMHC), Consumer Reports and allied advocacy groups raised with the health plan regulator concerns created by the proposed acquisition of Moda Health Plan, a for-profit health insurer, by Delta Dental, a tax-exempt nonprofit dental plan.
In our second letter, Consumer Reports and allied organizations reiterated the reasons why, before a restructuring can be approved, the plan must demonstrate that it is meeting, and will continue to meet, its nonprofit obligations. The group also recommended steps to protect the interest of consumers should the merger be approved.
