May 3, 2011 – A bill that could protect consumers from excessive health insurance rate increases is working its way through the state legislature – but not without controversy. According to the Insurance Commissioner’s office, in January, Blue Shield of California proposed an 86 percent rate hike for some policy holders. The Los Angeles Times reported that a year earlier, Anthem Blue Cross attempted to raise rates 39 percent for 700,000 customers.
