Important Consumer Considerations in Design of Pediatric Dental Benefits

Federal regulations allow states to require that pediatric dental benefits be offered only through stand-alone dental plans, so long as it is in the best interest of consumers.  This paper summarizes the important consumer protections and affordability issues that do not apply to stand-alone dental plans and argues that California’s Health Benefit Exchange (“Covered California”) proposal to require only stand-alone plans is not in the best interest of consumers.
