With new legislation aimed at reducing growth in healthcare costs by encouraging a shift away from the current fee-for-service model of payment, Gov. Deval Patrick on Thursday will outline his latest reform proposal to gradually move the industry toward integrated networks of doctors, hospitals and insurance carriers focused more closely on patient outcomes and preventative care.
