Early Experience With A New Consumer Benefit: The Summary of Benefits and Coverage

The results show the "summary of benefits" (SBC) form makes a positive difference in the consumer health insurance shopping experience for those consumers who remembered it and reported using it.

Awareness of the new benefit summary is low. Among shoppers that did see the Summary, their impressions were very favorable. When asked specifically about problems with the Summary, respondents were evenly divided over whether there was too much or too little information in the form, suggesting a wide variety of consumer preferences for the amount of content. Few consumers reported seeing the new feature called “Coverage Examples.”
