Canary in the Coal Mine: Consumer Health Complaints as Early Warning System

A well-established body of research shows that healthcare consumer complaints can provide valuable indicators of systemic problems. Creating complaint codes that best reflect issue areas, and coordinating them across agencies, will allow complaint systems to be most useful in bringing problem patterns to the surface. This paper highlights the importance of health insurance complaint systems and provides recommendations for improvements in California.
