Chicago-based Healthcare Service Corp., the nation’s fourth-largest health plan, operating Blue Cross plans in Illinois, Texas, Oklahoma and New Mexico, has begun basing its doctor-fee schedules on rates paid by the Medicare health insurance plan for the elderly, which generally pays lower rates to physicians.
