In our written testimony, we evaluate: (1) the potential impact of this proposed merger on the California health insurance market, (2) the impact on health plan quality should the plans merge, and (3) the implications of long-distance management of a California health plan. We close with recommended undertakings to ensure that any proposed merger will be in the best interest of consumers.
