DOT comment on baggage fee refunds

DESCRIPTION: The Department of Transportation is reviving a proposed rule to strengthen requirements for airlines to refund baggage fees when the bags are delayed, and to refund other fees for services that are not delivered. The rule was originally proposed in 2016, and CR submitted comments in support. It was suspended by the DOT in the Trump Administration. CR has joined with other consumer groups in comments supporting the new proposed rule and suggesting ways to strengthen and clarify it further.
