Consumer Reports submits testimony for Pennsylvania House hearing on fraud and scams

Consumer Reports provided testimony for a hearing on fraud and scams held by the Pennsylvania House Majority Policy Committee. Consumer Reports cited our research demonstrating the growing impact of digital scams, and the prevalence of certain types of scams, such as text-messaging scams and scams powered by artificial intelligence. We also discussed the role that tool and platform providers play: AI voice replication tools often fail to take even rudimentary precautions to ensure that voices are only cloned with consent and for legitimate purposes. Similarly, massive digital platforms such as Meta fail to take reasonable safeguards to protect their users from being targeted with fraudulent solicitations. CR called on policymakers to dedicate more resources to enforcement of existing consumer protection laws and to enact new protections requiring platforms to take more precautions to protect users.
