Consumer Reports filed supporting comments on a petition from the Public Interest Research Group and iFixit urging the Federal Trade Commission to issue a rule guaranteeing the right to repair consumer products. For several years, CR has pushed state-level Right to Repair legislation based on the Consumer Reports Right to Repair Model State Law. However, a federal rule would offer certainty to consumers and businesses and provide clear baseline right to repair protections for all Americans. In its comments, CR urged the FTC to articulate a rule requiring manufacturers to make available replacement parts and diagnostic information to consumers and independent repair shops on fair and reasonable terms, and to prohibit the practice of “parts pairing” which impedes consumers’ ability to use third-party parts in repairing their products.
