Consumer Reports Comments on NTIA’s Privacy, Equity, and Civil Rights Request for Comment

Consumer Reports submitted comments on the National Telecommunications and Information Administration’s (NTIA) Request for Comments on Privacy, Equity, and Civil Rights. Consumer Reports made several recommendations, including:

  • Contemplate privacy rights as civil rights and to take a wide view of privacy harms, which should include non-economic harms and group harms.
  • Consider how strict data minimization provisions in privacy laws can reduce the prevalence of data processing practices that exacerbate discrimination of vulnerable or historical marginalized communities.
  • Review proposals that would make algorithms auditable and consider how policy could make public interest auditing easier.
  • Consider the importance of privacy legislation that prohibits discriminatory data practices.
