Consumer Reports submitted comments on the National Telecommunications and Information Administration’s (NTIA) Request for Comments on Privacy, Equity, and Civil Rights. Consumer Reports made several recommendations, including:
- Contemplate privacy rights as civil rights and to take a wide view of privacy harms, which should include non-economic harms and group harms.
- Consider how strict data minimization provisions in privacy laws can reduce the prevalence of data processing practices that exacerbate discrimination of vulnerable or historical marginalized communities.
- Review proposals that would make algorithms auditable and consider how policy could make public interest auditing easier.
- Consider the importance of privacy legislation that prohibits discriminatory data practices.
