The FCC has released a sneak preview of its National Broadband Plan, due to Congress on February 17. But the agency’s usual allies in the public interest community are peeved that the presentation didn’t grapple with recommendations of a Commission study on opening up the big telco networks to smaller competitors. Meanwhile, Japan has sent the agency some interesting advice on that question.
